THE GENERAL LAW OF THE NATIONAL SYSTEM OF PUBLIC SECURITY SIGNS PRESIDENT CALDERÓN

Thursday, 1 of January of 2009. -     |The Presidency of the Republic informs that President Felipe Calderón Hinojosa signed the General Law of the National System of Public Security, which has like object guaranteeing so much a shared responsibility as an effective action between the different orders from government in the matter of public security.

            For it, this Law defines the bases of coordination between the Federation, the Federal District, the states and the municipalities for integration, organization and operation of the National System of Public Security to that Article 21 of the Political Constitution of the Mexican United States talks about.

            As far as the National Council of Public Security, the Law establishes that the President of the Republic will be the one who heads it and will be conformed by the Secretaries of Interior, Public Security, National defense and Navy, as well as by the General Solicitor of the Republic, the Governors of the States, the Head of Government of the Federal District and the Executive Secretary of the System, that will be able to invite representatives of the civil society so that they expose his experiences and knowledge that contribute to the aims of the public security.

            Between the attributions of this colegiado organ they are to promote the implementation of policies in the matter of attention to victims of the crime, the homologation and development of the models ministerial, police and expert in the institutions of public security, as well as evaluating the fulfillment of the objectives and goals of the programs of public security.

            The Law establishes in addition the Executive Secretaryship like the operative organ to the System, which will have technical autonomy, of budgetary management and. For its functions, it will count on the National Centers of Information, Prevention of Delito and Citizen Participation, as well as of Certification and Accreditation.

            Also, the National Center of Information like authority responsible for the operation of the National System of Information of Public Security is created. It will have the responsibility to design, to administer and to protect the integrity of the criminalísticos personnel and data bases , as well as to accredit under technical criteria the data bases of this System.

            The Unique System of Criminal Information is also regulated , in which the federal Federation, organizations and the municipalities will integrate and update the information that the institutions of justice power of attorney and public security generate.

            The Unique System of Criminal Information will contain a national base of data on probable people in charge of crimes, indicated, process or sentenced, of obligatory consultation in the activities of Public Security, where the criminal, average antecedents of identification, resources and ways of operation are included, among others.

            Finally, the Law establishes the operation of the National Centers of Accreditation and Control of Confidence and Prevention of Delito and Citizen Participation, as well as  the bases of the Professional Service of Ministerial, Expert and Police Race, among other instruments of justice power of attorney that will give greater tools to the three orders of government in the combat to the delinquency and preventive actions to obtain one more a safer and harmonic coexistence between the Mexicans.

            The General Law of the National System of Public Security will be published in the Official Newspaper of the Federation next the 2 of January of 2009.

REGULARIZED MORE THAN 98 THOUSAND HECTARES IN EJIDOS AND COMMUNITIES IN THE 2008

* Tranquillity to 71 thousand families of the field occurred on its patrimony

Tuesday, 30 of December of 2008. -     |The legal certainty in the Earth possession in ejidos and communities  it is necessary for the rural development and the investments in the field

In 2008 the Secretariat of the Agrarian Reformation (MRS.) regularized and documented 98 thousand hectares in ejidos and communities, with which it occurred to tranquillity and legal certainty on his patrimony to 71 thousand families farmers. 

            In this year 117 thousand 352 agrarian documents have been given by means of which the Earth property is credited and agrarian rights are recognized inhabitants of countryside.

            At the moment the 96 percent of the 31 thousand 623 agrarian nuclei is in sequence and properly documented. For the 2009  MRS. will continue working to regularize  of 4% rest, through Bottom of Support to Núcleos Agrarios Sin Regularizar (FANAR).

            During both years of government of President Felipe Calderón 620 thousand 997 documents have been granted to regularize a total surface of 214 thousand 100 hectares, in benefit of 349 thousand 890 rural families. 

            These actions in favor of the legal certainty in the Earth possession, contribute to that the families farmers concentrate their forces, their work and its creativity to improve the production, besides to acquire rights to accede to the benefits that offer programs of the Federal Government.

            This way, MRS. contributes to generate conditions of social tranquillity in the countryside of the country and the patrimony of the families is guaranteed who live in this means.

            To have legal certainty on the possession of the earth is an important element so that the families of rural means can live better, in addition to than it is indispensable so that public and private investment in ejidos flows and communities.

            In which one talks about to the advance for the conformation of the National Rural Cadastre, MRS.  to the date, it has integrated information of agrarian nuclei of Sights on, Querétaro and Zacatecas, and for the next year they will be integrated to this system, Aguascalientes, Baja California, South Californian Loss, Chihuahua, Guanajuato, Guerrero, Hidalgo, Jalisco, Puebla, Oaxaca, Sinaloa, Sonora Tlaxcala and Yucatan.

PROGRAM FOR THE ACCIDENT PREVENTION IN THE HOME

Tuesday, 30 of December of 2008. -     |The Secretariat of Health through CENAPRA, developed east program that it has like aim to diminish mortality between the risk populations

The accidents in the home represent one of the main minor, adult causes of death in greater and housewives

            The accidents in the home occupy the second place by frequency, in addition they represent one of the main minor, adult causes of death in greater and housewives, that more are exposed because they spend more time in house.

            The National Center for the Prevention of Accidentes (CENAPRA) indicates that the causes of mortality in the home are diverse, but the accidents occupy 32%, in agreement with the Tenth Classification the International of the Diseases.

            Data of the National Institute of Statistic, Geography and Computer science  they indicate that the most frequent causes of deaths by accidents in the home in minors of four years are: hurt 43%, contusions 21%, poisonings 9%, fractures and burns 8%, mechanical asphyxia and ahogamiento by immersion 2% and other 10%.

            Before this situation, the Secretariat of Health by means of the CENAPRA develops a Program of Accident prevention in the Home, which coordinates the efforts of the levels jurisdictional, state and federal.

            Because a great amount of factors of risk in the homes exists that favor the occurrence of this type of mishaps and where the human error is present in 90% of the cases, the strategy is oriented to sensitize to the population of the risks and the effective measures to avoid that they happen.

            In this sense, the accidents do not happen in random form, appear in  the families or individuals that by ignorance or omission cause them.

            By the previous thing, the Program of Accident prevention in the Home must like objective diminish the number of deaths in the susceptible populations, by means of actions of promotion and improvement of the prehospitable attention.

            Between the strategies are promoting the coordination with the educative sector to make more cash the processes, massive diffusion of simple actions for the prevention of this type of accidents, qualification to the health personnel on the prehospitable handling of patients and opportune attention of victims, among others.

            Also, the attachment lines are oriented to recognize the federal organizations in where the accidents in the home are diminished; to promote in the educative sector the inclusion of material of diffusion of prevention actions; to spread investigations for the determination of the risk factors; diffusion of preventive measures in units of the sector health to enable family mothers, to professionalize the technicians of medical urgencies and to promote the installation of a Regulating Center of Urgencies.

            These strategies and attachment lines will allow objective results, which must be reflected in a diminution of mortality, morbidity and of the criteria of healthful life affected by the accidents that appear in the home.
